The pilot project of the facility was inaugurated at Dum Dum Central Correctional Home by Sri Biswanath Chowdhury, Hon’ble MIC, Jails & Social Welfare Deptts on September 23, 2009 in the presence of Smt Rekha Goswami, Hon’ble MIC, Self Help Group & Self Employment and Sri Sridhar Rao, Chief Executive Officer, Vodafone Essar East Ltd. in a function presided over by Sri Ardhendu Sen, IAS Addl Chief Secretary, Home & Jails Departments.

The unique telephone facility has the following features:

  • The correctional home authorities provide Vodafone with a list of inmates opting under the project.
  • Vodafone creates a unique account for each of the inmates opting for the project by assigning him / her a unique ID No. and a mobile no.
  • The subscriber inmate is asked to specify three No.s at the time of his / her admission in correctional home which are fed into the data base.
  • Only outgoing calls can be made from the telephone booth facilities.
  • No calls to numbers not notified by the inmates at the time of admission are allowed by the system itself.
  • All the calls are recorded and available to the authorities for review up to a period of 15 days.
  • In case of high security prisoners the record of the conversation is preserved for longer duration.
  • The inmate is allowed to make two calls per week (total 8 calls in a month) of five minutes each on any of the pre-notified three nos.
  • The phone gets automatically disconnected after five minutes.
  • The inmate and or his relation pays Rs. 50/- per month in lieu of the service.

The facility, we hope, will bring following benefits:

  • Lesser harassment of family members who have to travel long distances to meet their near and dear ones lodged in correctional homes;
  • Better mental health of the inmates as a result of regular communication with family members ;
  • Increased security as lesser turn out of relatives for interview at the correctional home;
  • Protection of the prisoners’ right to communication with relatives and friends granted under Section 79 (2) (i) of the West Bengal Correctional Services Act, 1992;
  • Lesser corruption in the system.

After reviewing the success of the pilot project, we intend to extend the facility to other central correctional homes and important district correctional homes of the State gradually.

Joining Hands with UN - First Observance of World Day of Social Justice

Prisoners are increasingly being recognized as a marginalized section of Society in all democratic countries across the World. In November, 2007 the UN General Assembly proclaimed 20th February of every year to be the World Day of Social Justice. This year i.e. 20th February 2009, was to be the first observance of the day. Through the good offices of our long time associate Ms Sreerupa Mitra Choudhury, we organised in cooperation with the authorities of the United Nations Information Centre for India and Bhutan at New Delhi the observance of the day in Kolkata. We organised awareness programmes in partnership with UN Information Centre for India and Bhutan on the occasion to help focus on the objectives of the Day as well as the on the UN theme of the year: Reconciliation and Human Rights Education.

Audacity of Hope

As prisoners have not been granted voting rights in India, we thought it proper to organize a Colloquium on Voting Rights of Prisoners in India in partnership with UN Information Centre as part of First Observance of the Day and we chose Presidency Correctional Home, Kolkata to be the venue so that the prisoners can also participate in it. Ms Shalini Dewan, Director, UNIC for India & Bhutan, New Delhi and Ms Sreerupa Mitra Chowdhury, the Chief Advisor to UNIC for the programme came all the way from New Delhi to be with us on the Day.
